Systems sector is seeking a Level 2 or Level 3 Program Cost,
Schedule, and Control Analyst to support the Poland WIS?A offsets
Phase II Program as part of the International Business Area as part
of the IBCS Operating Unit within our Business Management
organization on-site in Huntsville, Alabama. The Level 2 or Level 3
Program Cost Schedule & Control Analyst will interact with various
operating unit, business area, and division staff to solve
reporting program issues and meet reporting requirements. In
addition, the Analyst will interface with program managers,
functional management, control account managers (CAMS) and business
managers to provide financial support and analysis.
Responsibilities: Sets up the cost control system and monitors and
controls costs on contracts requiring Earned Value Management
(EVMS) Performs analysis and prepares reports to ensure that
contracts are within negotiated and agreed-upon parameters and
government cost control guidelines Prepares budgets for contract
work and performs or assists in financial analyses such as funding
profiles, sales outlook, and variance analysis Prepare program
plans to ensure program requirements and statement of work are
captured and scheduled Ensures adequate funding availability by
maintaining accurate records of expenditures, directing preparation
of expenditure projections, and submitting timely requests for
additional funding to the government Incorporates contractual
changes into control systems by staying aware of outstanding work
against each contract to maintain realistic contract cost and
schedule baselines Guides CAMs with EVMS activities to include
time-phasing of budgets and forecast; determining the appropriate
earned value methodology and performance measurement; estimate to
complete analysis and updates, variance analysis research and
reporting, EVM trip wire review and analysis, coordinating the
completion of monthly EVM artifacts Builds partnerships with
program personnel to support program execution while maintaining
compliant EVMS implementation in accordance with the EVMS System
Description Basic Qualifications Associate Program Cost and
Schedule Control Analyst (Level 2): This position emphasizes skills
and experience. Will consider High school diploma or GED with a
minimum of 6 years of business, finance, and/or program control
experience Bachelor's degree in Business, Finance, Accounting, or
related discipline with a minimum of 2 years related experience
Strong computer skills with high-level Excel skills, specifically
the ability to work with pivot tables, lookup functions, and
conditional formatting Must be able to work on-site at either
location (Huntsville, AL) Must be able to travel as required (up to
10% of the time) Must have or be able to obtain and maintain an
Active U.S. Department of Defense (DoD) Secret security clearance
Basic Qualifications Program Cost and Schedule Control Analyst
(Level 3): High school diploma or GED with a minimum of 9 years of
business, finance, and/or program control experience Or Bachelor's
degree in Business, Finance, Accounting, or related discipline with
a minimum of 5 years of business, finance, and/or program control
experience OR Master’s degree in Business, Finance, Accounting, or
related discipline with 3 years of related experience Strong
computer skills with high-level Excel skills, specifically the
ability to work with pivot tables, lookup functions, and
conditional formatting Must be able to work on-site at location
(Huntsville, AL) Must be able to travel as required (up to 10% of
the time) Must have or be able to obtain and maintain an Active
U.S. Department of Defense (DoD) Secret security clearance
Preferred Qualifications: Experience with Earned Value Management
and/or EVMS Software Defense Industry Experience Demonstrated
ability to prepare and analyze data and figures Experience with
Deltek Cobra and/or SAP (or similar business systems) Prior program
cost control experience Active DoD Secret security clearance
Primary Level Salary Range: $72,400.00 - $108,600.00 Secondary
Level Salary Range: $89,900.00 - $134,900.00 The above salary range
represents a general guideline; however, Northrop Grumman considers
a number of factors when determining base salary offers such as the
scope and responsibilities of the position and the candidate's
experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime,
shift differential, and a discretionary bonus in addition to base
pay. Annual bonuses are designed to reward individual contributions
as well as allow employees to share in company results. Employees
in Vice President or Director positions may be eligible for Long
Term Incentives. In addition, Northrop Grumman provides a variety
of benefits including health insurance coverage, life and
disability insurance, savings plan, Company paid holidays and paid
time off (PTO) for vacation and/or personal business. The
