Job Description:

Plans, organizes, and directs the personnel, safety and risk management programs of the BJCC under the heading of Human Resources. Work is performed independently under broad direction of the Executive Director / CEO and within the goals and objectives of the BJCC. Performs responsible administrative and staff work in directing and coordinating the BJCC's human resources, safety and risk management program, including compensation and benefit administration; employee performance management; recruitment and selection process; Equal Employment Opportunity policy; unemployment compensation; training programs; risk management and safety program (all lines of liability insurance and workers' compensation); employee relations; succession planning; and community relations. The Human Resources Director is responsible for developing, implementing, and administering all phases of the personnel policies and procedures with the approval of the Executive Director / CEO. -- Essential Functions The list of essential functions, as outlined herein, is intended to be representative of the major tasks performed within this position.   • Direct and oversee the management and operation of a diverse and specialized Human Resources Department. Develop related policies and procedures and make recommendations to the Executive
  • Supervise and participate in the development and administration of the Human Resources Department budget; direct the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement midyear adjustments, revenue enhancements and cost containment measures as
  • Select, train, motivate and evaluate Human Resources Departmental personnel; provide or coordinate staff training; evaluate employee performance; work with employees to correct deficiencies; implement disciplinary
  • Direct, oversee and participate in the development and administration of the Human Resources Department's work plan; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and
  • Reviews, revises and interprets the personnel policies to Department Directors and their representatives, and the
  • Directs employee benefit programs and all lines of liability and workers' compensation insurances.
  • Understands, interprets and implements Federal, State and Local laws governing the work.

  • Manages recruitment and selection (advertises, screens, interviews, reference/background checks, drug screens, coordinates onboarding and the new hire process).

  • Identifies areas of legal exposure and takes corrective action to mitigate risk; serves as company representative in legal matters (works with attorneys and insurance adjusters as needed).
  • Facilitates risk management processing of guest incident reports, makes insurance claims, conducts investigations and works with insurance adjusters and/or attorneys for resolution.

    • Thorough knowledge of the principles of public human resources administration, including the basic methods and techniques of position classification, salary administration, public employee labor relations, training, safety, group health and liability insurances, and other related personnel
    • Thorough knowledge of Federal, State (Alabama), and Local laws and ordinances pertaining to Human Resources practices and procedures. Maintain current knowledge in the field of public human resource
    • Ability to produce work products not simply just know what they are. Abilities include, but are not limited to, creating and maintaining a pay and classification system, creating and maintaining up to date job descriptions, creating and presenting training, and negotiating labor
