Job Description - Field Operations Section Supervisor (21141276) Position Title: Field Operations Section Supervisor - ( 21141276 ) Description : The Department of Agriculture is accepting applications for ourField Operations Section Supervisor. The position is open until filled with the first review of applicants on June 14, 2021. At the Department of Agriculture, our mission is to protect producers and consumers, and to enhance and develop agriculture and allied industries. We manage more than 30 programs, from marketing and business development to licensing and regulating activities to protecting agricultural producers. The Agricultural Sciences Division provides agricultural, environmental and public services and protection through program administration, cooperative agreements, enforcement, regulatory and compliance services and laboratory services. The Commodity Services Bureau provides field inspection services and enforcement of laws and regulations related to produce, feed, seed, fertilizer, grain, and organic programs as well as overall management of field operations Job Overview: This position is located within the Commodity Services Bureau (CSB)and serves as the Field Operations Section Supervisor. The Section Supervisor oversees the feed, fertilizer, and seed regulatory programs while supervising nine employees that are located at remote working stations across the state. As a Field Operations Section Supervisor you will: Coordinatefield staff workload for the Commodities Services Bureau to insure that the eight field offices operate efficiently, while still maintaining the infrastructure of each and ensuring that situations deemed as emergencies are evaluated and handled in an appropriate and timely manner. Managethe regulatory and field-related enforcement responsibilities (inspections, investigations, and sampling) of agricultural specialists and other personnel by assigning work so that CSB priorities, goals and schedules are met and to ensure that appropriate enforcement actions are taken in a timely manner. Disseminateinformation and instructions to provide continuity and uniformity using knowledge of the programs, agency policies, and division and bureau goals. Writeand reviewFeed, Fertilizer, and Seed standard operating procedures (SOPs) and develops standard forms. Superviseand coordinatethe sampling of animal feeds, fertilizers, and seed to obtain analyses showing whether products meet label claims. Maintain, evaluate, and updatea safety program for employees conducting regulatory field work. Meetwith the public and representatives of private agencies to coordinate resources, develop common solutions to regulatory issues, and to determine regulatory approaches particularly in situations where agencies have overlapping jurisdictions and common interests. Proposenew administrative rules to implement administrative procedures for new statutes and to amend current rules to update current rules and repeal obsolete rules. Be responsible for the regulation and enforcement operations of the agency. Conductpublic speaking at government and privately sponsored training courses and meetings to provide information on the enforcement program, program directions, and agricultural laws. Knowlege, Skills, and Abilities: Knowlege of: Laws and practices regarding animal feeds, fertilizers, and seeds. Sampling principles and methods. Enforcement procedures. Personnel management. Understanding of governmental organization, budgets, operations, and functions. Multiple program management. Manufacturing, labeling, marketing and feeding of livestock and pet feeds, and animal nutrition and medication. Manufacturing, labeling, storage, marketing and use of fertilizers; plant nutrition and soil structures relating to the use of fertilizer. How agricultural seeds are grown, identified and classified, labeled, and marketed. Emergency response procedures. Personal protective equipment and procedures. Skilled in: Strong written and verbal communication. Conducting inspections and investigations. Samplingand pest identification. Ability to: Plan programs and projects. Prepare accurate and complete reports. Follow oral and written instructions. Develop and maintain effective relationships with staff. Physical and Environmental Demands: Involves some travel out of state and considerable travel throughout the state during the year, varying with seasonal demands. Conduct inspections and investigative field work that can involve long working hours, under adverse weather conditions, in varied terrain and in isolated areas. The incumbent may be exposed to agricultural chemicals that require completion of appropriate training and use of personal protective equipment and respiratory protection. Investigations and negotiations can be confrontational. Ability to lift up to 50 lb. containers, climbing onto rail cars and trucks, withstanding heights, working around treated seed, fertilizers and other hazards, working in extremely dusty and noisy conditions, and exposure to insect stings. Qualifications : Minimum Qualifications: Bachelor's Degree in agriculture, biology, animal science, pest management, environmental or natural resources sciences, or a closely related field. Three years job related work experience, with at least one year of work in a regulatory setting and at least one year managing professional staff. Other combinations of education and experience will be considered on a case by case basis. Benefits: Your paycheck is just part of your total compensation package!
