Job ID #: 19839 Location: AL-BIRMINGHAM Functional Area: Environmental Position Type: Full Time Experience Required: 5 - 7 Years Relocation Provided: No Education Required: Bachelors Degree RC/Department: 5858 -PROJ PERMITTING-MINOR PROJECTS :KMPL Position Description The candidate for this position will be responsible for the acquisition of environmental permits and other environmental authorizations to support natural gas pipeline construction and maintenance projects throughout the Kinder Morgan Natural Gas Business Unit. The candidate will provide technical support to the business development, engineering, and operations departments, and will coordinate and oversee environmental permitting activities from project planning through completion. Position Requirements POSITION DESCRIPTION: Proactively plan, organize, coordinate, and oversee assigned environmental permitting activities for natural gas pipeline construction and maintenance projects from project planning through completion, including, but not limited to, feasibility studies, identification of environmental permit requirements, cost estimating, desktop/field surveys, permit application preparation/submittals, regulatory reviews, internal project team reporting, agency communications/negotiations, and construction/post-construction monitoring/reporting. Obtain required environmental permits and other environmental authorizations in a timely manner. Establish and maintain effective working relationships with business development, engineering, operations, land, regulatory services, and management staff. Assist business development, engineering, and operations departments with planning, estimating, budgeting, and scheduling environmental permitting activities for construction and maintenance projects. Coordinate with other EHS Groups (responsible for air permits, SPCC Plans, waste management, etc.) and other departments (responsible for non-environmental permits/authorizations) to assure clear definition of responsibilities for the different types of required permits and provide input or review where necessary. Manage environmental contractors performing environmental permitting support for the various construction and maintenance projects; monitor schedules, track budgets, and review/evaluate deliverables, such as survey reports, agency communications, and permit applications. Develop and track overall budgets associated with environmental permitting activities. Provide regular budget forecast updates to project managers. Develop and implement compliance processes, procedures and training to ensure that company facilities are constructed/operated/maintained in compliance with land use, wetland/waterbody, and water use/discharge regulations and project permit conditions. Support company emergency response and reporting requirements for specific construction projects. On-call responsibilities may be 24 hrs. /day during the project construction period. Carry a company-provided cell phone and be available to respond during working hours; may be required to respond during non-working hours, especially related to project emergencies. Maintain a high regard for personal safety, the safety of company assets and employees, and the general public. Maintain a working knowledge of applicable company procedures, standards, and policies. Possess and maintain a valid driver's license and a driving record satisfactory to the company and its insurers. Perform the required and expected duties with minimal direct supervision. Interact with a wide variety of people with tact, courtesy and professionalism; must be a team player who is open to coaching others and being coached and has excellent follow through EDUCATION: Bachelors or advanced degree in science, engineering, or related discipline from an accredited academic institution is required. EXPERIENCE/SPECIFIC KNOWLEDGE: Bachelors or advanced degree in science, engineering, or related discipline from an accredited academic institution is required. Minimum of 5 years direct and active work experience with NEPA and FERC processes (or comparable state programs), and wetland/waterbody, T & E, and cultural resources permitting requirements within natural gas or liquid pipeline industry or consulting. Working knowledge of FERC Upland Erosion Control, Revegetation, and Maintenance Plan and Wetland and Waterbody Construction and Mitigation Procedures (FERC Plan & Procedures). Working knowledge of federal and state regulations applicable to natural gas or liquid pipeline project environmental permitting requirements, including, but not limited to, Clean Water Act (CWA), Endangered Species Act (ESA), National Historic Preservation Act (NHPA), etc. Experience in successfully interacting with federal, state, or local agency officials related to environmental permitting authorizations. Strong technical, communication, and interpersonal skills. Excellent project management and multi-tasking skills required. Demonstrated proficiency in computer applications (MS Word, Excel, PowerPoint, and MS Projects). PREFERRED SKILLS AND KNOWLEDGE: Project experience in the Kinder Morgan Natural Gas asset states is preferred. Bilingual (English/Spanish) skills are preferred. Although not required, professional certification is preferred. TRAVEL REQUIREMENTS: Travel by automobile or commercial aircraft is required for meetings, site visits/assessments/inspections. Travel will vary by specific project needs; travel typically will be less than 35%.
